Read normalized FinanceGPT commercial usage and allowances

Returns source-distinct AI Credit, API, MCP and agent usage with snapshotted plan allowances and billing state. AI Credits are prepaid service entitlements, not transaction money, and Managed AI credit consumption is never double-billed as metered usage.
