Propose a governed Financial Action from an external agent

Creates a governed Financial Action proposal. Machine-authorized proposals require separately valid Machine Authority evidence; ordinary external-agent proposals remain subject to human authority and approval.

A developer credential proves application identity and permits only its scopes. It does not grant model promotion, policy override, QLM rebinding, or Financial Actions execution authority unless those separate controls are satisfied.
