`202`	Agent Space execution accepted by the asynchronous worker fabric
`503`	Asynchronous execution was required but no asynchronous queue driver is available
`429`	Runtime or Agent queue capacity is temporarily exhausted; retry after the Retry-After interval
`409`	Agent Space cannot run under the active version

Authority boundary

A developer credential proves application identity and permits only its scopes. It does not grant model promotion, policy override, QLM rebinding, or Financial Actions execution authority unless those separate controls are satisfied.
